This was the news from the article which led me to think it was Vancouver, Canada, until I found out there is a Vancouver, Washington at the Oregon border. Wikipedia says that in 1939, The Washington state legislature renamed State Route 99 the Jefferson Davis Highway as a continuation of the Jefferson Davis Highway that ran from Washington, D.C., to San Diego and northward through California to the Canadian border.
In 2002, the Washington State House of Representatives voted unanimously to remove the name, but it was killed in a Senate committee.
